AHDVS is represented by professionals skilled and experienced in the execution of affordable housing development. The principles deliver experience in planning, finance, and construction. Our goal is to develop affordable housing communities that add to the diversity and quality of choices for families, seniors and persons with disability.
To This End, the development of a successful residential community results from the implementation of a comprehensive "plan of action" that is rooted in a sound financial strategy that is reasonable and readily available to the project. Understanding how to develop and execute a financial strategy that achieves the development objective is the challenge and opportunity in creating "communities of choice".

James Roberts | Senior Managing Director
James Roberts is an experienced developer of affordable housing rental communities for families, seniors, veterans and persons of disability. Jim is experienced in developing sustainable affordable housing communities in collaboration with nonprofits, public housing authorities and private developers. Jim is skilled at executing multi-layered financing programs that incorporate:
- Low Income Housing Tax Credits
- Housing Trust Funds
- FHLB Community Investment Programs
- RAD
- HOME Funds
- HUD Insured Mortgages
Jim possesses over 20 years of experience and has participated in the development of approximately 1,600 units. Mr. Roberts is experienced at creating jobs through construction and management consistent with Section 3 and MBE and WBE requirements. Jim holds a Bachelor of Arts and Architecture Degrees from Rice University and a MBA Degree from the University of Chicago.
Vivian Moore | Senior Managing Director
Vivian serves as the senior asset manager for all AHDVS developed communities. Vivian is principally responsible for the preparation and timely submission of monthly, quarterly, and annual financial statements, budget, and related reports in accordance with generally accepted accounting principles and IRS Section 42 guidelines and reviews and approves all project audits.
Vivian has experience as Director of Operations and Financial operations for multiple organizations and non-profits in the Chicago and St. Louis Metro Areas. Vivian holds a Bachelor of Science in Accounting and a Bachelor of Arts in Business Administration from Missouri Baptist University, as well as an MBA from Fontbonne University.
James Carroll | Senior Project Manager
James Carroll (“JC”) assists in all phases of the project timeline including origination, financing procurement, pre-development due diligence, construction draw disbursements, and asset management. James has contributed to the origination and procurement of financing for projects across the Midwest including Illinois, Indiana, and Missouri. JC has experience working with public housing authorities, local non-profits, and faith-based organizations to create quality housing communities of choice that encourage diversity, inclusion, and long-term sustainability.
JC has participated in the development over 400 units of affordable housing with investments totaling over $100MM creating rental communities for families, seniors, veterans, and persons of disability. JC holds a bachelor’s degree in Finance from Indiana University’s Kelley School of Business.
